West Berkshire Council says it will continue to monitor the site where two mobile homes were put up in Enborne Row over the Jubilee weekend.
Diggers and trucks moved on to the site, designated as a horse yard, and put the homes up without planning permission, prompting outcry from some locals.
Council enforcement officers issued a Temporary Stop Notice, which restricts activity on site and seeks to prevent any further unauthorised development occurring.
Owner of the site, traveller Charlie Doherty, said he had submitted planning permission for the homes and was moving his family to the area to get his young children a decent education.
